Job Description

The Planner will be responsible for performing professional planning functions including processing and reviewing development applications, and communicating development regulations to the general public, developers, citizens, and officials. The position advises and coordinates development activities and projects with other departments, developers, builders, outside agencies, and the general public. Performs related planning duties utilizing various development codes. Work is performed with moderate supervision. Performs other duties related to the function of the department.

ESSENTIAL JOB FUNCTIONS
Schedules and coordinates pre-development meetings with potential applicants, consultants, and internal staff to discuss proposed projects.
• Receives and processes plat, variance, zoning, and related applications; including, completeness review, initiating review sequence, assigning permit dates, and meeting date preparation.
• Coordinates application review with other City departments, the County, and other entities, as necessary.
• Successfully communicates Code requirements to applicants. • Administers recording of plats.
• Assists, as necessary, with review of detailed building and site permits. • Maintains digital case files.
• Provides recommendation by researching zoning and subdivision ordinances in reference to specific developer and citizen needs, and provides accurate information for presentation to the Planning and Zoning Commission and Zoning Board of Adjustment when necessary. • Prepares staff reports and supporting documentation required for consideration by the Director, and City Boards and Commissions.
• Research regulations and policies and assists in their revision when necessary.
• Informs potential applicants about public hearings, schedules, and deadlines for case processing.
• Prepares public notification letters, mailing envelopes, and maps. • Assists with meeting preparation and facilitation, including taking minutes, premeeting set up, post-meeting tear down, etc.
• Communicates the City's development code process to citizens, consultants, engineers, etc.
• Meets with citizens, contractors, builders, developers, etc. and responds to inquiries regarding the City's Development code.
• Serves as an initial contact person and responds to various inquiries regarding zoning, land use, dimensional standards, platting, utility infrastructure, floodplains, and/or other matters related to property development.
• Performs cursory review of proposed uses and plans for compliance with Codes.
• Review development plans to assign, change or verify addresses and notify all entities involved in the change, including creating an address memo with associated maps.
• Preparation for and facilitation of meetings of Committees established by City Boards and Commissions.
